Nokia is seeking to lower the barrier to entry for developers by simplifying the tools and the process, as well as removing some of the cost associated with developing mobile apps for distribution in Ovi Store.
For developers, there are initial investment costs to create Symbian apps such as obtaining a Publisher ID and paying a third party to have the application Symbian signed. Currently, this can take around four weeks, and impose expenses for the developer up to $215 (USD). With this public beta, Nokia is exploring a developer workflow to reduce the time for developers to two weeks and bring the cost involved down to $0 (USD).

Yeah ... Please let this happen. Any cost, even a $10 cost is a barrier which prevents many smart programmers from giving a shot at App development. I know I will try a hand now. I already have 3 ultra-niche applications for the medical field that I made that is circulated only at the hospital where I work, but would be useful for OB-GYN specialists and medical students all over the world.
This will surely help a lot of people like me.
