I don't know about combined delivery but I've successfully sent signed sis files using DRM separate delivery. I sent dcf file over bluetooth to device and dr file via WAP PUSH and it worked fine.

Thanks for the answer, but one of my coworkers figured out the procedure. We created a ZIP file with the signed SISX file in it, then renamed it to have .PIP as the extension. It worked fine. But we still couldn't restrict how many times the app could be run.
