Can any one please help me with uploading of wallpapers on OVI store.
I have a publisher's account but that only allows me to upload flash/symbian/java applications only.

Premium Media account needs $1Million dollars litigation insurance
which will cost $500 a month $6000 dollars year premium from big Media insurance company.

OVI publishing site only allows uploading .deb files for MeeGo 1.2 Harmattan, and uploading plain jpg files (as wallpapers) are not enabled for normal publishers.

That's not the point. Nokia's rules are/were to prevent Nokia from ending up in trouble (sued), if a publisher uploads and sells someone else's pictures as their own (without permission).
I'm not sure if this policy is still in effect or not.

Unfortunately, this policy still stands.
What makes the difference then between putting illegal wallpaper into your own created theme and simply putting this wallpaper as single item on the OVI Store?
Nothing. At least in the past, the same "premium publisher" rules applied to publishing wallpaper, themes as well as ringtones; that is, you need to be a premium publisher, which means you must buy copyright insurance.
Has the rules/policy changed so that now you can publish themes as a regular company or individual publisher, but still not wallpapers?
