I am a new developer of web commercial applications with dynamic maps. This way I need to know how much the commercial license of OVI Maps, and which kind of licences exists.
Another question is how can get the contact to purchase the license?

As far as I know, Nokia is not offering any free or commercial licenses for Ovi Maps APIs at this point of time.
NAVTEQ is, however, offering commercial access to their map data (but as far as I know, they don't have an actual navigation app; just the map data). NAVTEQ is a full-owned subsidiary of Nokia.

But, how can use the Ovi Maps API with javascript, for example, in my commercial site (like Google Maps API premier, or Bing Maps premier account too)?

The [URL="https://projects.forum.nokia.com/ovimapsapi/wiki"]Ovi Maps API project[/URL] has a [B]Questions and feedback[/B] section, you should use that for asking questions about the API's usage and licensing conditions. Unlike here, where discussions happen between 3rd party developers, on the project site you can get answers directly from the project managers.
As for Navteq, they also have a developer community web site, which can be found at [url]http://nn4d.com[/url] where I'm sure you will find more appropriate answers regarding their offering.
