The latest that is available, is in the FTP site.
Note that device-specific releases will not be available there (or anywhere); just OS-version specific stuff. A "PR" refers to Nokia internal naming (Production Release) for specific firmware versions for specific devices (e.g., "PR 2.0 for the Nokia N8"). There is not necessarily any corresponding Symbian^3 OS releases that map directly to such a PR-release.
So, you just need to monitor the FTP site for changes, and if there are updated packages there, then get those from there (there is no other place from where to get Symbian sources, that Nokia would provide access to).

aw. okay, thanks. sorry my mistake, i miss one file
i find one kernel update dated feb 2011, all other have dec 2010 date.

Such an update may have made its way also to the Symbian^3 source repository inside Nokia, as well as PR2.0 firmware for some Nokia phone model(s), but before it ends up on the FTP repository, or before Nokia provides access to a "live" repository again, there's no other way to get it except wait for Nokia to release it in the channels they have (currently just the FTP site).
