Would app with CommDD capability pass QA?
App that performs USSD (to check mobile operator account balance)
request via RComm class require following
capabilities:
CommDD ReadDeviceData WriteDeviceData NetworkControl NetworkServices LocalServices
UserEnvironment
Would this app pass QA? Would nokia sign this app with appropriate
certificate because devcert capabilities is not enough?

In short, no:
"To meet express-signed levels the content cannot make use any of the following capabilities: AllFiles, DRM, TCB, CommDD, DiskAdmin, NetworkControl, and MultimediaDD. "

Thus in essence, you would need to certified sign the application yourself, which would mean that you also must have publicer ID. Then after signing the app , you could put it into Nokia store, which after normal QA checks would be performed for it.
