push notification probelm with smart installer

I have a problem with the smart and push notification the smart installer installer ssupposed to download Notifications_Support_Package_S60_5th_Ed_v1.4.31147 .sis which support the 5th edition devices but v1.04(31215) is downloaded ,so the push notification will not work until we install the environment selector and choose the environment we need (Sandbox/Production).we have tested this scenario with notification example and it behave in the same way. what is the solution for this strange behavior?

If you see the 'Notification API' section -

Notifications Support Package Launcher (S60 5:th Edition, Qt 4.7) 0x2002EAB4 1.4.31215 1.3 MB

31215 seems to be the supported package.
