Hello,
After upgrade to windows 8, a try to get better machine to be able to start sdk for windows phone 8 and emulator, ... now with less money ...
... is there any way to get a Lumia 920 or 820 device to continue development for windows phone, with some discount?

Let's just wait for Nokia's official announcement. :) I'm pretty much excited to develop apps for the Lumia 920 & 820. :D
Why do you need/want a device for development? You can build most of the stuff using the emulator, it even has a Location/GPS simulator, and the SDK comes with emulators for both the 512 MB devices and 256 MB devices.
Actually not everyone have a SLAT compatible processor (which is required to run Hyper-V based WP8 emulator) , a lot of devs are forced to upgrade their PCs to continue to develop for WP8 .
That's my problem, after add more memory to my pc and pay for a windows 8 license, at the end simulator cannot start, because my machine is not compatible. Then I have two options, buy a new computer or buy a new mobile -:(
Please Nokia give me the option to get a cheap phone!!!!!!!
Actually there is/was such program (DDP - Device Distribution Program as I remember) for Nokia Developer Pro partners, but I do not know about its current status, and it has been said to get ramped down. Also, even if it still exists, personally I would not bet on that it gets opened up to everyone.
Here is an other thing I would not bet on, just I saw it on an other board a couple minutes ago: [url]https://twitter.com/richardkerris/status/265663294168236033[/url] - however as I remember 'might' is weaker than 'may', and both of them are very different from 'will'. On the other hand whatever Windows Phone development you plan, you will certainly need some registration. However in this very moment, the 8 USD offer from Microsoft is still alive.
While it has been a long time ago when I was building my PCs for myself, it is quite probable that buying a suitable CPU is the cheapest option, even if you need a new motherboard too.
(Yes, I am aware of that I have not really said anything at the end, just collected some options)

the only I found is the DVLUP program (but it is only for USA and canada). It seems that you are be able to buy mobiles.
I thought I saw material that there were discounted phones for premium members. I signed up for a premium developer account to purchase one but there seems to be no such program. I was a little surprised to see that the help tickets can't be used for general WP questions but only Nokia specific issues. I'm frustrated that the Nokia premium developer program did not seem to offer much benefit if you already had WP access through biz spark or previous sign up.

Yeah you are right, I just was in a poor mood, but I'm excited to be moving forward with this platform. The emulator seems solid enough I should be able to do most things that are not camera apps through that. I guess for games I'll just start selling them and wait for reviews to tell me they don't run well and then go back and optimize if it seems like it's a problem on real hardware as opposed to the emulator.

Do not worry, last time it also happened that some memberships expired and they got their devices without any problem.
