The only way I have found to reliably read barcodes at acceptable speed on a mobile phone is to use a bluetooth barcode reader.

And just to add signing may not allow you to set Messaging (The security setting for sending SMS's) to Always Allowed anyway, so signing your app may just be a total waste anyway.
