well i got a very simple and strange solution
simple first i create a sis package for S60 V2 fp1&2 and after making that sis package i create sis package for Fp3 and it works every time for me :)

i have tried on 3 different tdfs and tpfs but same error. reinstalled carbide 3 times but same error :(
