No, I mean the opposite - that having Ovi Store just publishing Flash-apps, and not native Symbian/S60-apps is very unlikely -- i.e. that it will be allowed.
The FAQ and "Terms and Conditions" explicitly mentions operator billing as well as credit cards. Does the Ovi Store plan on pushing hard for user registration of their credit cards, as operator...
It's probably just a badly formatted sentence, as symbianyucca points out: .SIS is mentioned, so just allowing Flash programs packaged as .SIS is not very likely.
