Phone Control Via Serial Port

What documents or files do I need to download to find out how to communicate with the telephones? My application requires that a non-PC device be able to:

1. Send the phone a number and tell it to dial.
2. Receive information back that the line is ringing or busy.
3. Command the phone to hang up.

Note: I do not need to actually complete a phone call or transfer any data.
