N95 - VoiP & Emergency Calls

Not sure this is the best place to ask but thought id try.

The N95 has been released in the UK recently and I am investigating how VOIP made emergency calls could have an impact.

Does anyone know whether the N95 automatically uses the GSM network to make an emergency call if it sees 112 or 999 dialed, or does it still try and use VOIP if that is turned on?

Obviously not all VOIP providers allow emergency calls or cannot provide much support/location details, and the calls going over the GSM network would be much more desirable.

I should think that all emergency calls are always made over the cellular network.
