Please, could you tell me the next:
What I need is to sign the next release of the same product. The question is can I use the same ID for different builds of the same product or I need to purchase a new ID for each build?
My application is working on Symbian 9.x platform
I have no idea what you mean by "content id" but
- should it be the Package UID then the answer is no, you don't need a new one, all you have to change is the version number of the package
- should it be the PublisherID then again the answer is no, you can use it for as long as it is valid (1 year)
- if you are speaking of the UID3/SID the answer is again no, we are talking of the same product therefore the UID value stands valid
I mean "TCT Content IDs"

and click "My Simbain Signed"
"TCT Content IDs" is a link on your left.
When you start signing with "Express signing" routine
you can't sign any content without that ID. It cost 20 US$
So when I have a new build, I need every time pay 20 US$
to sign the same application, isn't it?
May be is there a cheaper way?
