Nokia 3360 as a wireless moden

Does anyone know how to use this handset as a PC's wireless moden in ATT network? My handset syc well with PC's Outlook through the IR port. But when I tried to use it as a wireless moden, the 3360 handset always gives a busy signal. Thanks.
