binary SMS?

I can send text SMS from the Nokia Mobile Toolkit 3.0 through Nokia Activ Server, but I want to know how to send Binary such as operator or ringtone. I don't know what format to send it.

You can NOT send Smart Messages from Nokia Mobile Toolkit 3.0 through Nokia Activ Server. Please take a look at the Forum Nokia Messaging section how to send Smart Messages including ringing tones and operator logos into the Nokia terminals.
