in comments it was written, this file is provided by Nokia.

Well, the situation is as follows:

All the public APIs are to be found in the S60 SDKs published by forum Nokia. Several extension plug-ins, with special license and possibly with no binary compatibility promise (see their release notes) are provided to extend SDK's capabilities.

If a given API is not accessible through either of the above described resources the only solution is to contact the API owner (S60 or Symbian) and to request access to the API under a partnering agreement/license.
