It seems only sms can add menuitem, but other in-built app not.

exaclty as others say - there is no way how to modify the existing applications, if they not explicitly expose some API to do it.

Wished to add more info for this. Basically the menu-items of any app means UI-module. Since only SMS mtm has its UI as separate dll and with Manufacturer capabilities one can replace native SMSMtmUI with custom, hence you can display menu-items in SMS Mtm. If even contacts app also does the same way then you can replace its UI module with custom and hence can display user defined menu-items.
