Small change required in S60 5th Edition SDK Help and C++ Developer Library

Hi,

I was referring to Accessory Monitoring API in the S60 5th Edition SDK help and C++ developer library. There is one instance of StartObserverL() under CAccMonitor API usage. It should be rather StartObservingL(). Please update it at both the places: S60 5th edition SDK help and S60 5th Edition C++ developer Library

Steps to reproduce:
* Open S60 5th Edition SDK help and search for StartObserverL()
* Open S60 5th Edition SDK C++ developer library and search for StartObserverL()
