1) Nokia does not offer developer certificates. You can get them from Symbian Signed (http://www.symbiansigned.com) acording to the published criteria and procedures.

2) Possible but not likely. You hardly ever need the manufacturer approved ones anyway but if you do need them, ask the manufacturer for permission and you may eventualy get it.

3) Thas is part of the rules indeed.

4) Out of the question for obvious reasons. Open Signed Online might however be enough for you.
