In the case of the ECom plugins the question is not necesarely which capabilities are required for which methods but rather what are the capabilities of the loading process.

Your DLL would need to have DRM capability if it is to be loaded by a process that has this capability and for this it does not matter whether you use DRM protected APIs or not.
