Nokia's Content Publishing toolkit API

I've been looking at the "Nokia Content Publishing Toolkit 2.0 API Guide for integrators". This documents the command line interface and also the DLL API for the toolkit. Can anyone tell me if the ncpt2.dll is a COM object or just a plain dll? I'm looking at calling the API from Java and already have access to a Java-COM bridging tool... hence the question.
