I'm not sure what you mean with an "UI design platform", but the Carbide.c++ IDE comes with an application UI designer:

Probably your lecturer is talking about Developer Platform. You may want to check this page. Also find devices based on Developer Platform here.

Have you tried simple things as Wikipedia? http://en.wikipedia.org/wiki/Symbian_OS
There you can find links to the major user interfaces, but you may also find "Devices that have used the Symbian OS" useful.

The short answer to the question is:

S60 (Series 60)
Series 80
Series 90
UIQ
MOAP

Then look up the various versions and phones based on those. Use your favourite Internet search enginge for more details.
