How to run application when Mobile is Switched Off?

Hi all,
Whenever we set the alarm and then power down(switch off) the device then still we get alarms, i.e. after switching off the device alarm application still executes.

Now I want to develop same type of application. I just want to create Stop Watch application, but it should be execute if device is in switched off mode.

Please provide my any Information/API/Web Link/others regarding to develop this type of Application.

Okay, there no public api for doing this application, So what I will have to do if I want to develop this type of application, i.e. is there any API purchase plan or any thing else.

Guide me any needful information regarding this.

I have not seen any non-public API for that funcitonality either, anyway, you could check symbina foundation and options form them on getting source codes, so then you could do the search for the API yourself..
