Your question does not have enough info so it can only trigger more questions, such as: Which phone? What type of application? Is the application running at the time? What does the SDK doc say about FSClient 0 and what else can you find by searching these forums for the same error?

Answer to your questions are:
1. I am using Nokia N95.
2. All applications which has been installed using sis file are not able to uninstall or install. This problem has started to come only now. Initailly everything was working fine. I have tried to install one of my application which gives me FSClient panic 0 error at the time of installation, afterthat problem is coming.
3. Application was not running at that time.

Ok, then it seems that something is wrong with Software Installer's data. I cannot find any SW Installer related FSClient 0 error report so I can only assume that the error is less frequent and rather random.
As seen in the discussion referenced by you a phone reset will likely remove this problem, with the risk of losing some data with it as well. But at least you have an option.

Is reset mean switch off the phone and then switch ON or something else. I have done this but problem is not getting solved.

What happens if you remove the memory card? Can you install/remove anything then?
