Permission from US Government for security related SW

Why is Ovi store requiring review from US government to all software which includes encrypting/decrypting? I am not planning to put the SW for sale in USA. I have worked really hard to get application ready and now I noticed that I am forced to go through really painfull byrocracy again, as if Symbian Signed and rediculous Ovi requirements weren't enough.

Why can't you just prevent the SW for being sold in USA instead? There are already limitations for contents to arabic countries for example (gambling, alcohol, sex, etc).

Well, this is it for me. My app is not going to show up in Ovi store unless this changes.

BTW. It was really nice to notice this limitation when I started to upload the content to Ovi store.

Heh, I need these to get the damn review from US government:

•Company Identification Number (CIN) and Personal Identification Number (PIN).

Which I ofcource don't have since our company is not from US.

So, I guess only US companies may sell security related SW in Ovi store.

Dear Publishers,

Ovi content is published from US server; therefore, publisher needs to provide the ECCN document if the application contains data encryption.

Publisher needs a copy of the CCATS from US BIS(Bureau of INdustry and Security). The CCATS must indicate that the item is either uncontrolled (EAR99), or mass0market (5D992). If the item is classified as 5D002, then Ovi Store cannot accept it.
