AFAIK, you never had to sign Java apps for Ovi:

Really it's pretty clear to me : you still have to sign, BUT you are not forced to do so through Java Verified, because now you can sign it yourself with Verisign or ThawteIt has been a huge source of complaints throughout the Internet and Ovi related discussion boards that Java application developers are forced to do testing via Java Verified. To use Java Verified before submitting the application to Ovi Store is only a recommendation for developers. If developers have other means to ensure the quality on different Nokia handsets then it’s totally acceptable to not to use it. Developers are however required to sign their content using content signing (Verisign or Thawte).
Note: please don't send private questions to me, as I don't have time to provide private support. All such questions should be posted on public forums, where I and others can see and answer them.
Just to add what Tiger mentioned : As of now, there is no free Signing available for Java MIDLets. You have to Sign with Thawte or Verisign or JavaVerified.

The Ovi store does not and has not required that Java apps go through the Java Verified process. They have, however, from the outset required that Java apps that do not go through the Java Verified process must be signed. Java apps can be signed with code signing certificates from Thawte or from Verisign.
