mobile web browser

Hi everyone
I'm doing academic research project on Mobile web browser development based on J2ME. I want to use java as programming language and proposed Can anybody help me in choosing a good development tool, at the moment I'm using Netbeans 6.8 IDE, But I cannot come up with a nice user interface and there is few palette component available when I'm using CLDC configuaration. You can quide me on any tool that can help me to come up with good user interface, other sources of material that can help me during development"even a book name", Please I need your help or ideas.

If you want to develop J2me application it will run standalone on Java phones and will not run a mobile web browser based app.

for LWUIT tool kit which can used of good UI development in J2me.

Thanks very much. My research project is a mobile web browser with few features as you know, a browser project can last more than a year to develop all the features. My target is to build at least a good UI and able to connect to web server, download&upload web pages as well control the web page on the mobile device. this just the overview to those can be interested to give me ideas.
