Can anyone tell me if a GPRS connection can be made from a stand alone host computer and phone to a PDA/phone to run a job despatch system for example, and if so how do I get /designate IP addresses.

The other device you have must be connected to the internet so that it has a public ip address (for example with ADSL). Then you should have server program running in this device (PC), then there should not be any problems with the data transfer.
