    Hi,

    I would like to become a registered publisher. I live and work in Germany. Is there any way to register without getting a small business license?

    If not, I will not be able to register, since getting this license would have some serious tax implications for me...

    Anyone knows a solution?

    Nokia allows individuals to become Ovi publishers, so small business license is not needed...

    Yes, individuals are OK to register as Ovi Publishers.
