it is just a normal app and cant recuce the sice from 1,2 mb to 500 kb

Which app, exactly? From where? Who wrote the app?
On which device (manufacturer and model) are you trying to use it on?
How are you trying to install it, exactly?
In any case, if the phone model you are trying to install it on, says that it is too big for the phone, then most probably you need to either find another phone model that accepts bigger apps, or reduce the app size (for which you need to be the original app developer, or at least have access to the app source code).

with the website conduit.com i only can make a app for nokia in wgt , and the app contents not much data , and other smartphone store have accept my app why nokia not ?

I think that there is a misunderstanding here. On Nokia platforms there are basically three ways to make web apps.
1) Symbian WRT. This is the traditional widget model and it is supported by the Symbian devices. (file extension .wgz)
2) Series 40 Web Apps. Targeted to series 40. This is a proxy based web app model, that uses w3c Web app packaging format (.wgt). However it is not a traditional W3C widget, as the use of proxy adds its own flavor.
3) HTML5 Web Apps supported in N9.
If I understood correctly you have developed a general W3C widget, that is not targeted specifically to Nokia platforms, and want to share it via Nokia Store. If that is the case, you would have to make your web app compatible with the Symbian WRT or Series 40 Web Apps.
