As there are no Nokia Windows Phone 7 devices released yet, this topic can not really be discussed, thus please wait untill there are actual devices released.

There was no indication of specific "developer device"-s on Nokia World. Given that any retail WP7 device can be registered as developer phone via AppHub, I can not imagine what would anyone expect from a "WP7 developer device", regardless of the manufacturer.
(If you mean something like the N950, that has a slightly different story than "let's create 1000 developer devices")

I'm trying to understand what the possibility is of Nokia making the new devices available at a discount as they are already doing in the Support Center->Device Distribution with other devices.
