i want to know that the regestration fees ie. 1 euro is for 1 time or every month i have pay .
and if i registered it them how do i get the payment by cheq or directly transfer to account .

You have to pay it once in your lifetime. It is not about the money, but to provide some identification.

There are no hidden costs, you pay once 1 euro and you're able later publish your apps (if they pass QA of course)
