Some AT&T developers received Lumia 900 developer devices in March. Will Nokia also offer such developer device outside US as it will launch the device in the world? Thanks.

I think Nokia will have no restriction in providing device for their developers, but is it really necessary to request latest device for testing purpose? I think Lumia 710 still good enough for that.

Yes Nokia is providing Lumia 900 to developers outside US and seems Nokia has no restriction in providing device for their developers.
The discussion was more inclined to seeding of devices, which I am not aware that there is one involving a Nokia Lumia 900. If you claim to know if there is one, it is always best to support it with some link to some official announcement or something similar rather than start baseless speculations.

Testing is possible on variety of devices unfortunately Lumia 900 is not available.

He did not mean drawings on facebook. He meant developer events. Like the ones announced on http://www.devcamps.ms/windowsphone, however apparently a long batch is over, at least I see a single remaining event in the list, dated for tomorrow.
Anyway, feel free to Google with a combination of windows phone and code camp, dev camp, app challenge.

I would also contact your local office from Microsoft. If you are planing on developing apps for the platform they usually have local events and even incentives that may be of interest. Also check for .net or mobile user griups in your area as they may have information on upcoming events other than the ones promoted by Nokia and Microsoft. As an example in Portugal a few months ago there was App Code Camp in 2 major cities, promoted by Microsoft. They then launched the www.app-me-up.com website (Portuguese, sorry) that would add you to the VIP program if you had 5 published apps (they distributed over 30 phones), and would get you a free developer redeem code if you had 3 apps ready to be published.
