That is a difficult question to answer, because the maps have differing levels of coverage across the globe, even the countries with the lowest level of coverage would at least have city-to-city routing, but may be not street level.
However any list would be swiftly out of date because the maps are regularly updated. At a minimum I would expect the list below to be approximately correct:

If you need to find out about more specific area coverage, I would suggest trying out a sample route or two on maps.nokia.com
