when I submit App for signing, it error
    "Status: Rejected" and
"Analysis problems : Uid not in allowed range. There is something wrong in the SIS file's Publisher ID signature. Please remove all the signatures from the SIS and resign with your Publisher ID."
What should I do to solve this problem?

You should check that you are using the UIDs reserved for the signing account in all places of the executables included in the sis file

And there was also "Analysis problems : Uid not in allowed range..."

Also you could indeed check that you only have one signature there, and it is indeed made with your valid publicer ID bound to the same account you are doing the signing with.
