Can I add PDF reader in a Nokia Asha 311 phone?
You could, if one existed. As far as I know, none exists (mainly due to the limited possibilities for software application development for the Asha 311; only Java Micro Edition, which is quite limited in what is practical).
If viewing PDF-files is important for you, you probably should look into "upgrading" to a, so called, smartphone model.

Also applications for Nokia devices would generally be available in Nokia Store, so in future needs you could try out the Store application installed into your device and search for applications having desired functionality.
There is this app called eZReader (and possibly some other apps) for some of the Series 40 device models, but it's not ported for Asha 311 yet AFAIK. I have seen quite many complaints from the users of that the app that it is only capable of opening very small sized PDF files, so if some developer were figure out a workaround for that and code a PDF reader for Series 40, which would be able to open also larger PDF files, there could surely be a market for it ;P
