Welcome to Nokia developer discussion board, you probably picked up slowest day of the year, since most people are on holidays for one more week. Anyway, I think you could get started by checking the links under the Develop tab on top of this page. also do remember to check any additional stuff you can find from our wiki.

Then try reading the getting started manual, try things out. and once you have problems you can not solve, then ask in this discussion board again.

first step for becoming a Nokia App developer is to choose a platform to develop on, as symbianyucca said go to the Develop tab, if you're planning to dev mobile apps you can choose between S40 and Windows phone platforms, and for web apps you got the Nokia apis.
