Development help for developing a recording app

Can anyone tell me what resources, development environment I would need to develop my own recording app (similiar to the one bundled with the 3650 except without time limits, and with more useful features)?

e.g.
Symibian or J2ME?
Dev tools, and emulators?
Components and coding examples?

Help is much appreciated .....

Hi Williamson,
There is an example given in the Nokia series 60 1.0 version which will record and play your voice.While recording or playing you can stop anytime.This is in symbian C++
