I'm new, but can you synch phonebook entries in
Nokia phones over the air either through a
channel directed phone call or agent invoked
process?

You can synchronize your Nokia 9210 Communicator Phonebook entries over-the-air using the Remote Synchronization application, which uses SyncML technology. You can download the application for free in Forum Nokia product support site.

In addition, to enable OTA synchronization, you will also need access to a SyncML server. At the moment, there are several vendors. For more information on SyncML and SyncML technology vendors, please visit Nokia's SyncML pages, and the website of SyncML Initiative (www.syncml.org).
