    Does Nokia Series 60 SDK for Symbian OS run with Microsoft C++ Borland 4 ?

    No. You'll specifically need the VC6 compiler and tools to build for the emulator. Technically, you don't need it to build for the device, as the SDK supplies gcc for this purpose. However, I believe the Series 60 SDK still has a dependency on the VC6 nmake to build for ARM - so really you'll need VC6 for that also.
