Whether Nokia mobile internet toolkit 4.0 is java enabled. I mean can I use it with Jave web server?

Actally I want to develop a wap portal which includes foll . modules :

General Information provider
email interface
database connectivity.

So which tools do I require and how will be the interconnectivity among this tools?
