As far as we know from OTA v7.0 spec doc and our tests,
setting this parameter(When Needed/Always Online) seems not to be defined currently. Maybe in future versions of OTA spec it would be defined since its usability.

Some features of Ankanet MessagingAPI-OTA module;
- OTA v7.0 full implementation
- WAP, GPRS, MMS browser settings&bookmakrs
API is implemented as Java library and can easily be used in any Java application. The generated SMS data is in standard format as UDH|UD, and can be used in any SMS sending structure.
