Sending Picture Message across Telcom/Operator

Hi,
I know that a few years ago, sending picture message across different network will result in unreadable messages. I believe that problem is solved now (at least in Singapore). I can receive the picture message correctly even though it is send from another operator via phone to phone channel. But when attemptted to send the same picture message via a modem, I got garbage instead. What could be causing the message to be garbage? The udh? The modem, sim card, kannel?
How did the operator solve this cross-telco issue?
I am using wavecom model with kannel.
Hope some one can shed some light.
