Video content for mobile devices creation

Hi everyone,
I am looking for any guide lines that can help into making video content for multimedia supporting mobile devices. What kind of tools to use and other issues that need to be taken into account.

I've been considering FlashLite in combination with native code but I'm not yet sure what it supports for an interface. Apparently it does not currently support video by itself but, if it supports the JSAPI or something similar, could presumably be interfaced with various CODEC's.

I meant video editing and encoding applications. Especially when it comes to 3gpp video formats, what are the available tools and whats the best that one can use. I've used nokia multimedia converter but i would like to get my hands on some other co's tool and compare the results.
Naturally, i would like to think that fully developed commercial tools should be more competitive. Technically ............
