cimd tool query for sending binary data

I have downloaded the cimd tool.I want to use this library for
sending a binary data to smsc centre. For this in the SetParam
function of the library , i am setting the data coding scheme
parameter (030 ) to 245 and setting the binary data in parameter
(034) user data binary.Only the login and logout packet are being
sent to smsc.But the Submit packet is not being sent to the smsc
centre.What may be the problem.What else i have to add in the cimd
library to make this work
