15 0r 14 Octets????

I have this SMS Submit PDU : 00 51 00 0B 91 06 61 14 51 51 F5 00 F5 A7 8C

NO matter how I count, I still think that it is 15 octets.

When I send an operator logo, I append a logo message or 140 octets
(Nokia Op Logo sample) to the PDU.
And I do this

AT+CMGF=0
AT+CMGS=155
<paste the pdu + logo message><CTRL+Z>
ERROR

It gives me error. But, If I set the length to 154 it works.
AT+CMGS=154
<paste it><CTRL+Z>
+CMGS: 195
OK

Why? How come the octets of the PDU is actually one less??

The first octet means SC address length. The SC address is not counted
in the length just the SMS-Submit, so that is why on less.
