    Symbian has recently made changes to the developer certificate requirements and published updated DevCertRequestTool v.2.0. The latest changes are:

    - 13 capabilities available without ACS Publisher ID (just to be 10)
    - Access to 100 IMEIs with ACS Publisher ID (used to be 20)

    Download the updated DevCertRequestTool v.2.0 from www.symbiansigned.com.

    Yes, There has been some changes in the Developer Certificate Request Process.

    Just for ease to developers:
    Download new DevCertRequest tool from:

    The original links by Kiran work, the one you quoted does not (links do not always translate in quotes). It may be the way the links are shortened it won't work if you copy and paste it. You may have to go to www.symbiansigned.com and then search for the files there.

    Does anyone have another link?
