cannot create SIS !!

Hello,
i am realy Despair about Carbide.C++ express
i was working on BC++ 1.5 it is greate IDE
i wanted write app to v9 SDK S60_3rd_FP1
so i decided to use carbide express since it is free and also i can continue write to UIQ 2.1 on carbide express

i worked on S60 project compile and run gr8 on emulator
i decided compile to sis but i was never able to create SIS !!!!

i thought may be my code is wrong so i created new project i did not add any line of my code. compile and run on emulator fine but same problem for sis

i used carbide.vs to see if SDK is ok or not i was able to create sis in carbide.vs using vs2003

i want unify my IDE
i do not want use multi editor for my projects i was hope that carbide is enough for me
please help me with the error above

If you describe in more depth how you tried to make the sis and the error code in the console(if any), experts could understand your problem better and respond to you for sure
