WAP Bookmark

I want to send a WAP bookmark to a Nokia 7650 phone. I've received one myself (entitled Configuration Message) and am curious as to how to send one. Could someone give me a brief overview of the technology used or a URL to check out. Also, is this style of messaging specific to Nokia phones only?

This feature is being specified at OTA specification, available at Forum Nokia site. There is an informative example included. But here is an example as well:
